The dragon looks devious and with a little cheeky smile on his face. The red eyes add a lovely effect to the painting - when you've only used blue and white, you can give "the final touch" to a drawing by painting some red.

The reason I've only given you three stars in vision is because The white is very white - there are not so many nuances and darker colors to add debth. If you squeeze your eyes you will only see white and blue.

I like the way you've drawn the dragon's face and body. The body seems flat, but that's not a bad thing! It makes the dragon look ease and floating. I've never seen dragon ears like this before, and therefore I will give 4 Originality stars.
As I said/wrote before I would like if you added some darker colors to the cloudy things.

I will give 5 ultimate stars in impact, because your dragon looks glad in a very nice way. It makes me feel very happy and soft when I'm looking at your Nebula Draconis <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)"/>
